Analysis of the country's land distribution over the territory has demonstrated that, by and large, the natural conditions of Russia are not favorable enough for agriculture. In the North that is connected with the lack of heat while in the South it is related to the lack of moisture. Three quarters of the country's territory are characterized either by very cold or by exceptionally arid climate. A series of other negative factors impeding development of agriculture including land cultivation are closely related to this climatic peculiarity. Only one fourth of the land fund lies within the limits of zone where conditions are comparatively favorable for land cultivation. Lack of numerous environmental factors' optimum correlation complicates agricultural production. The necessity in a major scale use of lands' improvement to preserve and increase the soils' fertility, in chemization with the minimum negative impact on the environment, in introduction of rational agricultural technological schemes, in scientifically substantiated allocation and specialization of agricultural production arises.
